NATO Billboard Campaign Asks War Criminal to Surrender

The NATO alliance has launched a billboard campaign in Slovenia to convince war criminal and former Bosnian Serb leader Radovan Karadzic to turn himself in. The board offers him a free, one-way ticket to The Hague, center of the United Nations war crimes tribunal. The campaign also appears in area newspapers. The strategy seems a bit counter-productive. Upon seeing this campaign, Karadzic is unlikely to say, "Gee, it's time to head to the airport and turn myself in." Rather, he'd likely say, "Damn, it's time to get scarce."
